Today, August 3rd, the new version of LED safety standards by the Bureau of Indian Standards (BIS) officially entered the mandatory implementation phase. Among them, the old version of the light source standard IS 16102 was abolished on August 2nd, and the new version is now mandatory; The lighting standard IS 10322 has been fully implemented on August 2nd, and the transition period has ended simultaneously.
Regardless of the standard, there is only one signal for the timeline: for companies that have not completed the switch, the BIS license will automatically expire, and the products will not be able to be legally sold in the Indian market or imported for customs clearance.
This is not a distant regulatory change. India is one of the fastest-growing markets for LED lighting globally, and many GLPF member companies have export business to India. This article clearly explains the key changes and practical points, helping you determine whether you are affected and what to do next.
1、 What exactly has been changed? Don't confuse the two standards
This standard switch involves two standards, one for light sources and the other for lighting fixtures, which companies often confuse:

Simply put, for those who make light bulbs and tubes, please refer to IS 16102; For those who specialize in lighting fixtures, please refer to IS 10322. Both are done, both need to be checked.
What 7 types of lighting fixtures does IS 10322 cover?
Fixed lighting fixtures, embedded lighting fixtures, road lighting fixtures, floodlights, handheld lights, decorative light strings, emergency lighting equipment. It basically covers the entire categories of indoor, outdoor, emergency, and decoration.
2、 Core changes of the new standard (5 points that enterprises should pay attention to the most)
1. The power range has been expanded
The rated input power range of IS 16102 has been expanded from 35W to 60W. High power LED bulbs that were previously not within the control range are now included. If there are 35W-60W products on sale, it is important to pay close attention to them.
2. Photobiological safety becomes mandatory
New requirements have been added for photobiological safety testing and protection against blue light hazards, and products must be labeled accordingly. Previously, this was mostly done voluntarily, but now it has become mandatory. For products such as eye protection lights and classroom lighting that already emphasize health concepts, it is actually a good thing - with official standard thresholds, a batch of non compliant competitors can be screened out.
3. Protection level (IP) requirement upgrade
New IP protection level testing requirements have been added, along with IPX9 (high temperature and high pressure water spray protection). Outdoor lighting fixtures, floodlights, and street lamps are most affected. Lamps that are not suitable for contact with water also need to be labeled with special markings.
4. The floodlight glass should be tested separately
Added glass breakage test for floodlights. Enterprises that produce outdoor floodlights need to be aware that this is a test that was not previously available, and the glass panel needs to pass a special inspection.
5. Lamps with batteries are included in the control
LED lights with non removable rechargeable batteries, lamps powered by batteries and EDLC (double layer capacitors) have been explicitly included in the scope of regulatory application. Emergency lighting, portable lights, and solar light companies need to pay attention - if the product comes with batteries, it may not have been within the scope of control before and now needs to apply for certification.
3、 Key Timeline Review
-On February 2nd, the revised version of IS 10322 officially came into effect, and the transition period began
-On February 24th, BIS released a notice on the implementation guidelines for IS 16102
-On March 20th, BIS released the implementation guidelines for IS 10322
-On August 2nd, the new version of IS 10322 standard will be fully implemented, and the transition period will end; Abolition of the old version of IS 16102 standard
-On August 3rd (today), the new version of IS 16102 standard will be enforced; Licenses that have not completed any standard switching will automatically become invalid
What if the switch is not completed yet?
The BIS license automatically expires, and the product cannot be legally produced, sold, or imported in the Indian market. Goods that have already been shipped may also face customs detention upon arrival at the port. This is not a problem that may affect the business, but rather a direct loss of market access qualifications.
4、 What should the enterprise do now
If the switch has not been initiated by today, time is indeed very tight. But the actions that should be taken cannot be skipped, procrastination will only make it more passive:
Step 1: Check if you have been affected
List all LED products exported to India and compare them with the power range of IS 16102 and the list of 7 types of lamps mentioned above to confirm which products require certification renewal
Verify which version standard your BIS certificate is based on, and if it is an old version, start switching as soon as possible
Step 2: Conduct a gap analysis
Compare the new standards item by item and check whether the product can pass the new requirements such as photobiological safety, IP protection level, temperature rise test, and floodlight glass test
Identify the links that require design adjustment, material replacement, and process improvement
Step 3: Update technical documents
Update circuit diagram, PCB layout diagram, BOM list
Modify product nameplate and instruction manual - new standard number needs to be marked
Prepare certification reports for key components (LED modules, driver power supplies, lamp sockets)
Step 4: Quickly arrange third-party testing
Contact a BIS accredited laboratory to arrange testing and schedule as early as possible, as the laboratory may face backlog in the later stages
Timely rectify and retest projects that did not pass the test
Step 5: Submit BIS certificate replacement application
Prepare complete application materials, cooperate with BIS review, and obtain the new standard certificate
In conclusion
The standard upgrade in India may appear to raise the compliance threshold on the surface, but it is actually an opportunity for companies that are serious about making products - after the standards are tightened, products that rely on low prices and false parameters will be accelerated to be eliminated, and the survival space for compliant companies will be even greater.
The key is not to procrastinate. Complete compliance switching as early as possible to avoid affecting subsequent order delivery and shipping schedule arrangements.
