The UN General Assembly Hall still relies on conventional metal halide and tungsten halogen luminaires, which suffer high energy consumption and mounting maintenance costs as equipment ages. In fact, multiple zones within UN Headquarters have already completed energy-saving LED retrofits. Keystone Technologies previously supplied 5,000 LED tubes to the complex. Adopting direct-drive technology that eliminates ballasts while matching existing luminaire structures, the solution enabled high-efficiency upgrades without altering the appearance of facilities, greatly easing maintenance burdens and delivering nearly 50% energy savings. Nevertheless, the symbolically vital General Assembly Hall had yet to receive a full refurbishment. This EOI marks a pivotal step to fill that gap.

Registered under project reference EOIUNPD24616, the call seeks ten sets of LED retrofit prototype modules to replace existing downlights and directional lighting fixtures inside the hall. Prototypes will undergo rigorous official evaluation. Upon successful review, mass production is scheduled between January and June 2027, followed by phased full modernisation of the hall’s lighting system.

Technically speaking, this is far more than a simple lamp replacement. The tender document stipulates that proposed solutions must boost luminaire energy efficiency, operational reliability and serviceability, while fully preserving the original fixture aesthetics and the solemn luminous atmosphere of the venue, without compromising the hall’s spatial character. Notably, prospective suppliers must complete prototype design, fabrication and testing by November 2026. This leaves successful bidders fewer than three months to move from conceptual design to physical prototypes, with subsequent mass production stretching from early 2027 through mid-year. The tight overall timeline places stringent demands on shortlisted firms’ responsiveness and execution capabilities.

Strict eligibility criteria apply to participants. The UN will conduct pre-qualification screening; only qualified entities will progress to formal bidding rounds. The UN reserves the right to modify or cancel the project at any stage, and submission of an expression of interest does not guarantee eligibility for subsequent phases. Responses are due by local time, 25 August 2026, and all applications must be filed via the United Nations Global Marketplace.
