The €368million budget is split into two dedicated programmes targeting the healthcare and education sectors respectively:
Healthcare Sector (€168 million): Financed by the National Energy Efficiency Fund (FNEE), the dedicated initiative is named the Healthcare EnergyEfficiency Retrofit Programme. Eligible recipients include public hospitals, healthcare centres and local clinics. Retrofit measures comprise improvement of building envelopes, energyefficiency enhancement, deployment of renewable energy in heating, ventilation, airconditioning (HVAC) and domestichotwater systems, lighting retrofits, upgrades of medicalspecific facilities, and installation of automatic control systems.
Education Sector (€200 million): Labelled the Educational Facilities EnergyEfficiency Retrofit Programme, this initiative is dedicated to optimising heating, ventilation, airconditioning and overall energy performance of schools and other public educational establishments.
Sara Aagesen, Deputy Prime Minister of Spain and Minister for Ecological Transition and Demographic Challenge, oversees these programmes. She has repeatedly stressed that energysaving retrofits for public buildings conserve public resources while improving enduser experience.
Regarding eligibility criteria, supported projects must deliver a minimum 15 % reduction in final buildingsite energy consumption (10 % for educationsector projects), which constitutes the mandatory baseline for all retrofit works. While national regulations do not make smartcontrol systems compulsory alongside lighting retrofits, LEDonly lamp replacement can barely meet the required energysaving thresholds. Consequently, most subsidyfunded projects incorporate sensors and automaticcontrol solutions. Autonomous communities may introduce more stringent technical requirements in forthcoming local implementing rules.
Programme administration is devolved to subnational authorities. Each autonomous community and municipality will define its own grant criteria and application procedures within their respective tender processes. The aid scheme remains valid until 31 December 2030.
Spain’s €368million scheme is not an isolated case. Across Europe, publicbuilding energyefficiency retrofitting has become a collective governmental effort to deliver EU climate objectives, with a continentwide retrofit wave gathering momentum.
On the policy front, the EU Energy Performance of Buildings Directive (EPBD) entered full implementation in May 2026. The Directive mandates automatic lightingcontrol systems and buildingautomation systems for all new commercial buildings. Furthermore, the EU has set binding targets: starting 1 January 2028, newlyconstructed public buildings must achieve onsite zero fossilfuel emissions; the same standard shall apply to all other new buildings from 2030 onwards. For existing nonresidential stock, the 16 % leastenergyefficient buildings must be retrofitted by 2030, rising to 26 % by 2033. This transforms publicbuilding energyefficiency retrofits from an optional measure into a statutory requirement.
Financially, the EU Recovery and Resilience Facility, European Regional Development Fund and national public budgets jointly channel investment into retrofits for public assets such as hospitals and schools. Lighting systems combining LED upgrades, sensorbased dimming and building automation are widely adopted as a standard retrofit component across Member States.
In early 2026, Portugal completed retrofits for over 70 vocationalschool buildings under its schoolenergyefficiency programme, replacing 30 000 conventional luminaires with sensorlinked control systems. Charleroi in Belgium awarded a nearly €66million EnergyPerformance Contract (EPC) for largescale publicbuilding renovation covering multiple primary and secondary schools, where smart lighting forms a core workstream. Italy’s Liguria Region has allocated €20 million of EU funds to prioritise comprehensive energyefficiency upgrades — including smart lighting — for schools and healthcare facilities. In the Western Balkans, Sarajevo has refurbished more than 30 schools and healthcare centres, also including LEDlighting retrofits within project scopes.
From the Iberian Peninsula in Southern Europe to Western Europe and the Western Balkans, deep energyefficiency retrofitting of public buildings has become a unified policy priority for numerous European countries under the EPBD regulatory framework.
This Europewide wave of publicbuilding energyefficiency retrofits sends multiple positive signals to the LEDlighting sector:
First, lighting retrofits are firmly embedded within corework scopes. Both Spanish dedicated programmes and publicrenovation projects across EU Member States list “lightingsystem upgrade” as a key intervention. Largescale batches of publicbuilding assets, notably public hospitals and schools, are set for lightingsystem renewal.
Second, smart lighting has become standard practice for publicbuilding retrofits. The EU EPBD mandates automatic lightingcontrol systems in new commercial buildings. Accordingly, future publicbuilding projects go well beyond simple LEDlamp replacement and demand complete integrated smartlightingcontrol solutions. Enterprises with systemintegration capabilities can capture highervalue market opportunities.
Third, the market is largescale and sustained. Spain alone has thousands of public hospitals, healthcare centres and public schools awaiting renovation. Driven by the EPBD existingbuildingretrofit mandate, renovation demand for public buildings throughout Europe will persist well beyond 2030.
Fourth, rising compliance thresholds present an industry litmus test. The combined implementation of the EU EPBD and the SustainableProducts Ecodesign Regulation (ESPR) is reshaping compliance requirements for lightingproduct exports to Europe. Products failing smartlighting and energyefficiency benchmarks will be locked out of the market. While this poses challenges, it creates opportunities for technologicallyadvanced companies to widen their competitive edge.
Spain’s €368million publicbuilding energyefficiency retrofit programme is but one example of Europe’s broader green transition. Spurred by the legallybinding EPBD and national dedicated public funding, a panEuropean publicbuildingretrofit movement is in full swing. For LEDlighting manufacturers, this represents a historic opportunity underpinned by clear policies, committed funding and vast market potential. Companies proficient in smartlightingsystem delivery and familiar with European certification standards are wellpositioned to seize firstmover advantage amid this wave of European publicbuilding renovation.
