August 3, 2026 marked the official entry into force of Version 5.2 of the Networked Lighting Controls (NLC) specification released by the DesignLights Consortium (DLC) of North America, abbreviated as NLC V5.2. Fully upgraded to improve interoperability, standardize system configuration reporting, and recognize emerging capabilities such as integration between lighting and Heating, Ventilation and Air Conditioning (HVAC) control systems, the new regulation represents a major leap for networked lighting control systems from standalone lighting management toward building system integration platforms.




1. Specification Background & Development Timeline


DLC is an independent non-profit organization dedicated to providing decision-makers with data and solutions related to high-quality lighting, control systems and building integrated systems, aiming to cut energy consumption, carbon emissions and light pollution. Its NLC technical specifications and accompanying Qualified Products List (QPL) serve as vital tools for stakeholders including energy efficiency program administrators, manufacturers, designers and building owners to screen, compare and select high-performance control systems.
NLC V5.2 was formulated after multiple rounds of industry consultation and revisions. DLC released the first draft in March 2026 and launched a six-week public comment period. After fully incorporating feedback from DLC members and practitioners across the entire industrial chain, DLC finalized the technical requirements of NLC V5.2 in June 2026.

2. Four Core Themes: Driving Lighting Control to Evolve into Building Integration Platforms


Built upon Version 5.1, NLC V5.2 features pivotal iterations optimized around four major dimensions:

2.1 Expanded Recognition of Integrated Building Technologies

The most pivotal update is the official recognition and support for integration between NLC systems and smart thermostats. Occupancy sensors embedded within lighting fixtures collect occupancy data of spaces and synchronize such data to thermostats. When a room is vacant, the system automatically adjusts the operating status of HVAC equipment to deliver additional energy savings.
This integrated model delivers remarkable energy-saving outcomes: regulating HVAC equipment based on occupancy data captured by lighting systems can reduce energy consumption by an extra 8% to 21%. DLC research indicates that buildings with frequent human traffic such as primary and secondary schools witness the most prominent energy savings. Even for commercial retail buildings with fixed business hours, lighting sensor data can compensate for energy-saving deficiencies if thermostat schedules are not configured properly.
Small and medium-sized commercial buildings have long been a market hard to cover via energy-saving retrofits, yet the linkage between lighting systems and HVAC equipment creates a replicable energy-saving solution for this market segment.

2.2 Standardized System Configuration Reporting

To enable project owners to verify the actual energy-saving performance of lighting control systems credibly, V5.2 mandates all control systems to generate energy-saving configuration operation reports in accordance with the North American industry standard ANSI/NEMA C137.9. DLC emphasizes that compliant system commissioning directly determines final energy-saving results, and standardized reports can verify whether systems are installed, programmed and commissioned strictly in line with design schemes.
Currently, more than one hundred power utilities across North America reference the NLC Qualified Products List as the criterion for determining whether lighting systems qualify for energy efficiency rebates, and the list includes 96 networked lighting control systems from over 60 manufacturers. Following the standardization of configuration reports, energy-saving projects can rapidly inspect on-site installation quality and drastically shorten rebate review cycles. Foreign media analysis notes that this upgrade elevates operation reports from supplementary add-ons to core components of the specification.

2.3 Optimized Qualified Products List (QPL) for Better Readability & Practicality

The new regulation optimizes the presentation format of the NLC Qualified Products List and streamlines descriptions of system functions, allowing manufacturers, designers and building owners to quickly interpret product parameters and conduct horizontal comparisons for appropriate selection of lighting control systems.

2.4 New Horticultural Lighting Category to Expand Application Scenarios in Niche Markets

In terms of scope of application, the new regulation formally incorporates horticultural lighting control systems into the NLC Qualified Products List. Plant lighting control systems capable of synchronously managing lighting, HVAC and other building systems are eligible for inclusion in the list and can apply for energy efficiency rebate programs across regions.



3. Scope of Application & Technical Details


NLC V5.2 applies to networked lighting control systems deployed in commercial & industrial buildings, municipal roadways and outdoor environments. Per DLC’s definition, a networked lighting control system consists of interconnected devices equipped with a full suite of lighting management functions: individual luminaire addressability and stepless dimming, zone control, precise brightness adjustment, occupancy sensing, daylight harvesting, scheduled operation, scene switching and energy consumption monitoring.
Luminaires, retrofit kits and light sources obtain certification separately under the DLC Solid-State Lighting (SSL) specification, while the NLC specification governs control systems in their entirety. The SSL standard applies to luminaires and their onboard controllers; the two frameworks complement each other without conflict. Both DC-powered and Power over Ethernet (PoE) networked lighting control systems may pair with compatible luminaires and light sources to complete testing and certification against the SSL standard concurrently.
Lighting control systems admitted to the NLC QPL receive certification for one or multiple control scopes based on their functionalities. Indoor control tiers cover zones/rooms, entire buildings, campus complexes and enclosed parking lots; outdoor control tiers include enclosed parking lots, building perimeters, municipal streetlights and urban roadways.



4. Cybersecurity Requirements & Version Transition Rules


Notably, although V5.2 introduces two new functionalities (system integration and standardized reporting), it retains the original cybersecurity specifications. DLC states that cybersecurity remains a core priority of the NLC framework, and the new version inherits the stringent existing security standards. Industry analysts regard V5.2 as a strategic optimization rather than a disruptive overhaul: while maintaining cybersecurity safeguards, it encourages the industry to improve operation & maintenance documentation, boost device interoperability and popularize multi-system integration for buildings.
In terms of version status, NLC V5.2 is now fully active, and the legacy V5.1 specification has been decommissioned simultaneously.

The official implementation of DLC NLC V5.2 marks the departure of networked lighting systems from their traditional role of merely controlling lights and ushers in a new phase of integrated building management. Driven by four major upgrades — lighting-HVAC linkage, a standardized energy reporting system, an optimized qualified product list and access granted to the horticultural lighting market — the new regulation establishes clear methods to verify energy-saving performance and opens up new commercial tracks for the lighting industry. For lighting enterprises targeting the North American market, timely compliance with the technical requirements of NLC V5.2 not only grants eligibility for local energy rebates but also substantially enhances the competitiveness of their products in overseas markets.
